Circulation Desk vs Information Desk

It is still confusing for me why there is a separate desk for circulation and Information (Reference Desk) in BSP. From what I gathered and remembered, there is one sector that took the dissemination job of libraries all to themselves. Now I know in my gut that is a work of a librarian generally but in BSP there are divided into two sectors. First is the clerical which is where I am doing my OJT and the second which is another sector specifically the office upstairs where the general collection of the library is held.

So what is the difference of Circulation Desk to Information Desk?
